Very interesting screenshot Pierre! I am not able to ID the "S",  but 
according to the frequency shift might be IT9YAF, although I am not sure he is 
back on the air.
I am afraid some Italian operators activated a 28322 beacon without "entering 
the project", so "S?" might be a /pirate/ :-)

I find that your observed frequencies are about 20 Hz lower than expected, 
both I1DFS and IS0GSR. Could it be your spectrum was a bit off the frequency?

What do you find "strange", fishing buoys? They are all around HF and sit in 
international waters: nobody can really identify them and sanction respective 
owners!
