I'm not British neither I know your rules. But...

ISM bands (yes, bandS) are more or less everywhere assigned to unlicensed low 
power devices, whose maximum power is specified as a field strength at a given 
distance.

Look for "CEPT ERC/REC 70-03 (Annex 1)" and you'll find that value.

The band is not assigned to amateurs and as long as you stay within whose 
limits you can transmit whatever you want. See LowFER, MedFER and HiFER beacons.
